storm sandy. i wanted to document floor specifically as chair -- i wanted to come to the floor specifically as the chair of the homeland security subcommittee which has jurisdiction over fema. i understand the other chairs of the appropriations committee has come down, whether for the corps of engineers mitigation issues in this bill or fishery issues, the subject of senator mikulski's committee; or housing and urban development, community block grants -- that's in h.u.d. -- or transportation under the jurisdiction of senator murray's committee. i'm honored to be the chair of the homeland security appropriations committee for several years ago and am proud that some of the reforms that we've put into place were actually seeing the -- we're actually seeing the benefits of today as our first responders respond to literally the worst disaster to hit the northeast in 50 years. and i wanted to just address a few things and to clarify some numbers for the record. despite the fact that hurricane sandy, mr. president, is not on the news every night and cnn is not broadcasting from the

isaac left hundreds of thousands of acres under water. hurricane sandy has caused destruction like nothing we could have imagined. as i said, i saw that damage up close for hurricane sandy. weather disasters have destroyed millions of acres of farmland and affected millions of families in every state and corner of this country. we're considering a disaster bill today. the farm bill is a disaster bill because it not only has disaster assistance, but it creates five-year certainty for our growers, who deserve it. they deserve to know what's going to be happening. they deserve to know so they can go into their bank, they can talk about their financing for the coming crop year and be able to plan as well as get immediate help. now, i support passing a disaster bill. and agriculture should be a part of this. but it's not enough. we need to do that and we need to have a five-year farm bill in order to create the certainty that we need. we have spent so much time focusing on how we move forward with agriculture today and create the right kind of risk management tools for the future, and i

, and the community mourning the deaths of 20 children and six adults murdered at sandy hook elementary school. today at religious services church leaders received sustaining ovations from parishioners helping cope with the grief. monsignor robert weiss who leads the parish in newtown says, quote, this has been the worst week of my life, but he also thanked the community for giving him strength to get through a week filled with funerals. the monsignor went on to say hearts will be broken again on christmas morning when that one special person isn't there. but he urged the people of newtown to celebrate christmas in its truest sense praying for hope, healing and peace. meantime, we're learning and hearing more from the family of one of the youngest shooting victims there, six-year-old ben wheeler was one ever the 20 children who died at sandy hook elementary. ben's father david has written a letter and we want to share some of it, reads in part, quote, so many people have told us they can't imagine or comprehend what we've been through or where we are. david goes on to write, what do we want? for you

" this morning with the graphic of the bushmaster a.r.-15 rifle which was the primary weapon used in the sandy hook elementary school massacre. the ones on the rifle, the magazine, the ones on the rifle used in the shooting had a 30-round capacity. users of the rifle can change the barrel, stock, magazine, suggested retail price, around 1,2urks to $1,400. it's military use. some pleps in the u.s. it was founded in 1973 and bought by a capital management in 2006, headquartered in madison, north carolina, manufacturing in new york. is this kind of gun, do you think, john fund, ok to have outside of military use and by police departments? guest: well, again, we had an assault weapons ban in 1994 and 2004. there are a whole bunch of existing guns out there. one of the unfortunate facts and i wish that wasn't the case, we had over 230 million privately owned firearms in this country already existing. millions of those are these semi-automatic weapons. banning them doesn't mean they go away. it means they go into the criminal underground market. you can steal one. you can buy one on the street. unf
